About Us

Kelly Payne is the Founder and Executive Director of Opportunities Unlimited, a state-certified Medicaid service provider serving communities across Oregon. She provides strategic leadership with a strong emphasis on accountability, outcomes, and person-centered service delivery.

Kelly brings over 18 years of experience supporting adults with developmental disabilities. Prior to founding Opportunities Unlimited in 2013, she worked one-on-one with individuals, families, and community partners to deliver direct, individualized support focused on employment, community integration, and increased independence. This extensive frontline experience established the foundation for the agency’s service model and operational standards.

In 2013, Kelly founded Opportunities Unlimited in response to a growing need for high-quality, ethical, and results-driven services. Under her leadership, the agency has grown from a small, mission-driven organization into one of the top-rated Medicaid service providers in the Portland metropolitan area, recognized for its strong outcomes, highly trained staff, and collaborative partnerships with state agencies, employers, and community organizations.
