Drawing on over 18 years of hands-on experience, Kelly Payne built an agency that stands out for its strong outcomes, dedicated staff, and collaborative partnerships with state agencies, employers, and community organizations.
Since its founding in 2013, Opportunities Unlimited has grown from a small, mission-driven organization into one of the top-rated Medicaid service providers in the Portland metropolitan area.
